Geographical locations are stored in a file place_names.eev located in DAT or local directory.
This file is mainly intended to use with EEV where geographical location can be entered with
the geo command, see EEV. The same file can also be used with HYP to input a geographical locaton
with every location. The information is put into the LOCALITY line, see exmaple below:
LOCALITY: 101 km N of Bergen 3
The locality file is always read when HYP starts up but only used if RESET TEST(124) is set to 1.0.
There is only one LOCALITY line in S-file so a new location will overwrite the line and if it is
not there it will be created.
